The City of Seguin is both the county seat and the principal commercial center of Guadalupe County in Texas. Seguin has been experiencing dramatic growth in all the business sectors. Additionally, with the development of SH-130 (currently under construction and a head of schedule) providing an alternate route from the IH-35 gridlock, future commercial traffic will be diverted from just north of Austin to Seguin. Seguin became a 4A Sales Tax Corporation in 1991. The tax is primarily intended for manufacturing and industrial development, and Seguin uses the money raised by this sales tax to acquire or pay for land, buildings, equipment, facilities, expenditures, targeted infrastructure and improvements for purposes related to:

- a general aviation business service airport that is an integral part of an industrial park;
- certain infrastructure improvements, which promote or develop new or expanded business enterprises;
- port-related facilities to support waterborne commerce; and
- maintenance and operating costs associated with projects.
