What is the Seguin Economic Development Corporation and what do we do?

The State of Texas passed an economic development sales tax law in 1989 allowing this revenue, with City Council approval, to be used by economic development organizations as an incentive to support projects that drive economic growth. Since 1994, the Seguin Economic Development Corporation (SEDC) has worked to promote Seguin as a premiere destination for businesses looking to expand or relocate. Voter created, the SEDC collects a 1/4th cent of Seguin’s sales tax to market the City of Seguin and provide competitive incentives to industries such as manufacturing, biotechnical, distribution, energy and technology.

The SEDC is a Type A Economic Development Corporation intended to facilitate the growth of business within the City of Seguin to create new job opportunities for our residents. The SEDC works to maintain the existing industry base while pursuing prospective businesses that are looking to expand or relocate their operations.

The SEDC facilitates growth through a variety of practices including financial assistance (incentives), site selection services and workforce initiatives. Factors tied to incentive offers include the number of jobs created, annual payroll, and the amount of capital investment. Qualifying projects may receive infrastructure grants, property tax incentives, vocational training and recruiting and screening of employees. Does the SEDC offer financial assistance/incentives for business development and/or expansion?

What programs are available for small business?

The Small Business Development Center (SBDC) at the University of Texas San Antonio (UTSA) provides business owners with free, confidential business advising. Through the SBDC, we also are able to provide your business access to workshops designed for small business owners, valuable research resources and a professional referral network.

Does the City have a Foreign Trade Zone (FTZ) and what are the benefits of being located in a Foreign Trade Zone?

Yes, Seguin, Texas is partially located in FTZ 80. Foreign Trade Zones are designated, secure sites physically located inside the borders of the United States but considered outside of the U.S. Customs Territory. A company can apply to designate part or all of their own facility as an FTZ. Companies that export or import products can save money on tariffs and compete more effectively in the global market place. Foreign and domestic merchandise may enter the zone without a formal customs entry or the payment of customs duties and be exempt from federal and state use/excise and personal property taxes.

The San Antonio region is designated as FTZ 80. The city’s strategic geographic location and quality infrastructure offer companies a competitive advantage. The accessibility to interstate highways and rail connectivity provide businesses with the ability to efficiently connect to supply chains and customers faster. Interstates 10, 35, and 37 connect San Antonio to the east and west coasts, Canada and Mexico.
